Elliot J. Feldman（埃利特ּ费德门博士）is the Leader of Baker Hostetler’s international trade practice. He concentrates on all forms of trade remedies affecting the movement of goods and services across international borders. He advises foreign governments, international organizations, American and foreign corporations, and individuals on matters of trade policy and litigates international trade disputes in all relevant forums in the United States and, occasionally, in foreign countries. He has been a frequent legal adviser to the Government of Canada in WTO cases.

Although he has particularly extensive experience in the North American Free Trade Agreement (and founded and is the former Director of the University Consortium for Research on North America at Harvard University), he also represents clients in Europe, Latin America, Australia and Asia, including acting as counsel to the People’s Republic of China.

Dr. Feldman is a former Director of the Canadian-American Business Council and a former Special Project Officer and Consultant in the United States Department of Defense. He has been a Fellow of the Woodrow Wilson and Danforth Foundations, the German Marshall Fund of the United States, the Council on Foreign Relations, the Center for European Studies and the Center for International Affairs of Harvard University and the Lincoln Institute of Land Policy. He has lectured in the United States, Canada, China and Europe. Dr. Feldman has been listed in Marquis Who’s Who in American Law, Madison’s Who’s Who and Chambers Global 2009 The Client’s Guide.

John J. Burke has over twenty years of practice in antidumping and countervailing duty proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, NAFTA Bi-National Panels, the Canada Border Services Agency, the Canadian International Trade Tribunal, Mexico's Secretaria de Comercio y Fomento Industrial, Taiwan's Ministry of Finance and the World Trade Organization. He also practices in the areas of export controls, embargoes, antiboycott regulation, customs and other international trade-related matters, and represents clients on matters involving the product safety regulations of the U.S. Consumer Product Safety Commission.

Mr. Burke has represented foreign governments and foreign producers in trade disputes and related proceedings involving softwood lumber, live swine, magnesium, dairy products, various consumer products, chemicals and certain steel products. He represented Australian and U.S. companies in safeguard proceedings on wheat gluten brought pursuant to Section 201 of the Trade Act of 1974.

He has successfully represented foreign producers in defeating antidumping actions against manganese sulfate from China and disposable cigarette lighters from China; Mexican producers and U.S. importers in lowering substantially the dumping margins in reviews of a preexisting antidumping duty order against cement; and U.S. companies in connection with antidumping actions in Mexico against steel, pork, and paper imports from the United States and in Canada against copper pipe fittings from the United States, Korea and China.

Michael S. Snarr focuses his practice on the litigation and arbitration of international trade, investment and commercial disputes. Mr. Snarr has represented clients in antidumping and countervailing duty litigation before the U.S. Court of International Trade and binational panels under Chapter 19 of the North American Free Trade Agreement. He has counseled clients with respect to dispute settlement proceedings before the World Trade Organization. He has provided advice in connection with customs matters, export controls, Section 201 “safeguard” investigations, the Foreign Corrupt Practices Act, the Committee on Foreign Investment in the United States (“CFIUS”); and trade finance matters before the Export-Import Bank of the United States.

His international arbitration experience includes representation of companies in investor-state claims under Chapter 11 of the North American Free Trade Agreement, in private commercial arbitration in International Chamber of Commerce proceedings, and in U.S. courts under the Federal Arbitration Act. He has conducted seminars and written articles on bilateral investment treaty arbitration.

Mr. Snarr is an experienced litigator of international law and treaty issues in the U.S. federal district courts and courts of appeals. He has represented clients defending the constitutionality of the NAFTA Implementation Act and has represented international organizations, foreign governments and multinational businesses in legal disputes.

John  W. Clayton, Jr. began working in international trade more than twenty years ago at the U.S. Department of Commerce. He later joined an international trade consulting firm focusing on antidumping matters brought by the Department of Commerce, where he developed a deep knowledge of the non-market economy methodology used by the Department.

For more than two decades, Mr. Clayton has been preparing responses to antidumping questionnaires issued by the Department of Commerce for both market and non-market economy cases involving products from Japan, South Korea, Hong Kong, Italy, Turkey, Chile, Russia, Sweden, Mexico, Canada, Germany, People’s Republic of China and Vietnam. During this time, he has achieved the best record of any attorney or consultant in winning antidumping cases in the United States.

Mr. Clayton has represented foreign producers and exporters of agricultural, machined, chemical and steel products, and developed the winning strategy for, among others, apple juice concentrate, cut-to-length steel plate, creatine monohydrate, canned mushrooms, ball bearings, automotive replacement windshields, bicycles, lawn and garden fence posts, silicon carbide, sulfanilic acid, non egg dry pasta, stainless steel plate, fresh garlic, warm water shrimp, ironing boards and frozen fish fillets.

He is the leading authority in the United States on non-market economy trade disputes.

Jing Zhu （朱晶）is an international trade analyst in Baker Hostetler's Washington, D.C., office. She developed her interest in international trade when she was covering the 11th APEC Small and Medium Enterprises Ministerial Meeting for Thailand's leading English newspaper. Since then, she has reported extensively on negotiations within the World Trade Organization, congressional debates on U.S. trade policy and U.S.-China trade disputes. Prior to joining the firm, Ms. Zhu was an associate editor at a trade publication, Inside U.S. Trade, where she produced on-site coverage of the Sixth WTO Ministerial Conference held in Hong Kong.

Ms. Zhu's research focus is in political and economic developments in Asia and U.S. policies toward the region, particularly the greater China area. She is familiar with China's policy-making process and business environment, and has published several features and in-depth reports on China's economic reforms in the China Economic Times and local newspapers throughout the Zhejiang Province.
